Nato a Jelsi, Italia, il 4 marzo 1933, John Ciaccia ha studiato legge alla McGill University ed è stato ammesso all'Ordine degli Avvocati del Québec nel 1957.

He was the Minister of International Affairs from 1990 to January 11, 1994, when he was appointed Minister of International Affairs, Immigration and Cultural Communities.
